The ACT Public Sector Administrative and Related Classifications Enterprise Agreement 2018-2021 entered into force on 3 April 2019 and expires by name on 31 October 2021. This Agreement shall apply to all administrators, senior officers and school assistants. Within the Directorate of Education, we are committed to helping our teachers provide quality teaching and learning in all of our public schools. We know that highly qualified and well-helped teachers and principals are the key to achieving better results for our students. On 31 July 2020, a Communication on workers` representation rights was published to the relevant staff in relation to the 2020 proposal for a Nurses Agreement (Ministry of Education and Training). The communication is a formal requirement under the Fair Work Act 2009 and sets out the right of workers to be represented by a negotiator in relation to the proposed agreement. The NSW government has anticipated that it may attempt to freeze the salaries of NSW civil servants, including nurses, teachers, police officers and other health professionals. Civil servants other than teachers need to be sharpened by 2.5% from July this year, but state teachers have already received a 2.5% increase in January and are due in January 2021 with a further increase in their price. There are collective agreements for all employees employed by the department.

Last November, Catholic employers announced they would agree on salary increases for teachers at NSW and ACT Government Schools as part of a comprehensive package, but did not agree at the time to secure the additional increases received by auxiliary staff in NSW public schools in July 2019. The new agreement has a number of benefits for teachers and school principals in public schools of act, such as: in January 2020, a salary increase was due for teachers in NSW and for auxiliary staff and school principals in NSW and Act. ACT teachers are to be increased from July 2020. Additional salary increases will also be granted in 2021 as part of the company agreement for teachers in public act schools and as part of bonuses for public school staff in NSW. It is a formal, legally enforceable agreement that we regularly enter into with the ACT government and defines compensation, allowances, leave, workload and much more. The new agreement means that teachers in the ACT public school system are better paid, better supported and have access to better training than ever before. Dioceses have distanced themselves from discussions on workload management as well as negotiations on wage increases and the company agreement.
The ministry is starting negotiations for a new company agreement that will cover primary and secondary school nurses covered by the Nurses (Department of Education and Training Agreement 2016). The current agreement on school assistants entered into force on 3 April 2019. The union is very concerned about the opening of negotiations. For decades, Catholic schools have paid class teachers in Catholic schools in the same way as teachers in public schools (pay equity – no more and no less). A similar approach has been taken with regard to relief personnel. Finally, Catholic schools receive funding based on the cost of educating a child in a public school, so salaries and conditions should match those of public schools. Company agreements are the main source of employment conditions within management. Company agreements are negotiated between staff and management in accordance with the Fair Work Act 2009. Any agreement must be approved by a majority of employees who vote before the Fair Work Commission approves.
